Revered as the "people's lawyer," Anthony W. Hall, Jr. is an experienced, knowledgeable and highly-respected attorney. Since the early 1970's, he has been actively involved in local and state government and civic affairs and has gained substantial experience in public law. After serving as a State Representative from 1973 to 1979, Mr. Hall was elected to the Houston City Council and served from 1979 to 1989. He became the chairman of the board of the Metropolitan Transit Authority in 1990, and during this period, was a partner in the Houston office of the law firm of Jackson Walker, LLP. The firm, which has offices in Austin, Dallas, Fort Worth, Houston, San Angelo and San Antonio, represents clients in corporate and securities, litigation, intellectual property, energy, labor and employment, legislative and regulatory, aviation and international law.
As the City of Houston’s lead lawyer from 1998 to 2004, Mr. Hall managed a team of more than 100 attorneys as City Attorney during Mayor Lee Brown's administration. In his six years serving in this role, Mr. Hall was principal legal advisor to all city departments as well as advising the City Council, where he counseled on issues such as capital projects, financing, land use, human resources, collective bargaining, pension finance, airport management, as well as general city operations.
From 2004 to 2010, Mr. Hall served as the Chief Administrative Officer (“CAO”) for the City of Houston under Houston Mayor Bill White. As CAO, Mr. Hall's key responsibilities included implementing some of the Administration’s significant priorities, participating in the budget process and assisting in the general management of every aspect of Houston city government.
Mr. Hall serves on the Board of Directors of El Paso Corporation and in 2010 was named Chairman of the Board of Directors of Houston Endowment, Inc. Houston Endowment is a foundation with over $1.4 billion in assets. The foundation primarily focuses on education, health, medicine, conservation, arts, and community development in Texas. Mr. Hall is also a past member of the Board of Directors of Coastal Corporation. He serves as Chairman of the Board of The Boulé Foundation and is past national president of Sigma Pi Phi Fraternity (The Boulé). In addition, his community involvement includes Junior Achievement of Southeast Texas, Board of Directors; Junior Achievement Worldwide, past Board of Directors; American Leadership Forum, past President, Board of Directors Houston/Gulf Coast; Sam Houston Area Council, Boy Scouts of America, Advisory Board; Houston Symphony, Board of Directors; the Ensemble Theatre, Board of Directors; Kappa Alpha Psi Fraternity, life member; and Texas Cultural Trust, Board of Directors.
Over the course of his career, numerous organizations have bestowed awards to Mr. Hall for outstanding civic work including the Black Achiever Award from the YMCA, Barbara Jordan Leadership Award in Law, Hometown hero Award for Houston Convention and Visitors Bureau, Junior Achievement Gold Leadership Award, and Distinguished Service Award for American Public Transit Association. Most recently, the National Forum for Black Public Administrators (NFBPA) awarded the organization’s highest honor to Mr. Hall – “Marks of Excellence Award,” presented to an African American public administrator who has achieved extraordinary success in the field of public management while demonstrating an unselfish commitment to the community.
Mr. Hall earned his B.A. in Economics from Howard University in Washington, DC, and his J.D., cum laude, (while serving on the Houston City Council) from Thurgood Marshall School of Law at Texas Southern University, Houston, Texas. He served in the U.S. Army from 1967-1971, attaining the rank of Captain. His military service included tours in Berlin and Vietnam; decorations include the Purple Heart and three Bronze Stars.
